Vacancy Announcement: Chief Programs Position at NAVTTC

Islamabad, Pakistan – The National Vocational and Technical Training Commission (NAVTTC) in Islamabad is inviting applications for the position of Chief Programs (SPPS-I). This opportunity is for motivated and qualified professionals who are eager to contribute to the TVET sector.

Position Details

  • Post: Chief Programs (SPPS-I)
  • Pay Scale: SPPS-I (Special Professional Pay Scale-1)
  • Contract Period: Up to 5 years, with an initial appointment of 2 years, extendable based on performance
  • Maximum Age: 55 years

Qualification and Eligibility Criteria

Candidates must meet the following minimum qualifications and eligibility criteria:

  • Educational Qualifications: A Master’s degree in Economics, Social Sciences, Management Sciences, HR, MBA, or any related field from an HEC-recognized university.
  • Professional Experience: At least 20 years of overall professional experience, with a minimum of 5 years in the TVET skills sector, including program design and development.
  • Preferred Experience:
  • Donor management experience.
  • Good understanding of TVET sector policies, procedures, and trends.
  • Experience in developing policies and strategic recommendations for leadership teams.
  • Knowledge of strategic frameworks and business plan development.
  • Strong project management skills with experience in managing complex projects.
  • Exceptional relationship management skills with experience in developing new projects and lines of business.
  • Strong experience in change management.

Responsibilities

The Chief Programs will be responsible for:

  • Developing and executing program strategies across existing and new programs to establish NAVTTC as a leading brand in the TVET sector.
  • Overseeing the design, development, and management of skills development programs aligned with NAVTTC’s goals.
  • Conducting primary research and collaborating with external partners.
  • Identifying and mitigating risks and challenges associated with program implementation.
  • Analyzing trends, challenges, and opportunities within the skills domain and TVET sector, and adapting strategies accordingly.
  • Enhancing awareness and promoting NAVTTC’s brand image through engagement with stakeholders.
  • Formulating and developing NAVTTC’s skills promise through marketing and communication strategies.
  • Managing communication strategies to disseminate program outcomes and success stories externally.
  • Developing effective mobilization strategies to engage stakeholders, such as Training Service Providers (TSP), trainees, donors, and communities.
